Cold air still holds heat
A heat pump extracts heat from outside air the way a fridge extracts it from food: by running a refrigerant colder than the source. Because the refrigerant can run far below zero, there is heat to harvest even on a frosty morning. Efficiency does dip as the temperature falls, since the pump works harder across a bigger gap, but it stays well ahead of a direct electric heater on all but the most extreme days.
The strongest evidence is geographic: the European countries with the most heat pumps per household are Norway, Sweden and Finland, whose winters make a UK cold snap look gentle. Cold-climate performance is a solved engineering problem, and the UK's relatively mild winters are comfortably inside what modern units are built for.
Defrost cycles, and the sizing that matters
In cold, damp weather the outdoor unit periodically reverses for a few minutes to melt frost off its coils. Steam rising from the unit on a cold morning is this defrost cycle working, not a fault, and the design accounts for the energy it uses. UK winters being damp rather than deeply cold, defrost behaviour is part of normal operation here.
What actually decides winter comfort is sizing. Installers size a system to a design temperature for your area, typically a few degrees below zero, so the pump can hold the house at temperature through a normal cold spell without help. That number comes from the room-by-room heat loss survey, which is why a quote without a survey is not worth much: winter performance is designed in, or it is not.

The practical difference from a boiler is rhythm. A heat pump holds a steady temperature at a low flow rather than blasting heat in short bursts, so the house sits at temperature rather than swinging around it. In an unusual extreme, a correctly sized system keeps working, it simply runs longer hours, and running costs for the coldest weeks rise the way they do with any heating system.
Radiators are part of the winter story too: emitters sized for low-temperature flow are what let the pump cruise instead of strain, covered in radiators and insulation. If winter performance is your main worry, ask each installer for the design temperature they have used and what the system delivers at it. A good one will have both answers ready.
