What a fan actually does
A fan does not cool the room by a single degree. It moves air across your skin, which speeds up evaporation and makes you feel cooler while the thermometer stays exactly where it was. That is a real effect and a cheap one, and in a room that is warm rather than hot, it is often all you need.
The limits show at the extremes. In a genuinely hot room the moving air is itself hot, the evaporation effect fades as humidity climbs, and a fan pointed at an empty room achieves nothing at all, because there is no skin in the airflow. That is why fans stop working on exactly the nights you need them most.

A split system removes heat from the room and pumps it outside, so the temperature actually falls, and it strips moisture out of the air as it runs, which is half of what makes a muggy night unbearable. Set 21 degrees and the room holds 21 degrees, whatever the street is doing.
